Digital technologies in education
In accordance with the Decree of the President of the Russian Federation No.474 of July 21, 2020 "On the National Development Goals of the Russian Federation for the period up to 2030", digital transformation is defined as one of the national development goals of the Russian Federation for the period up to 2030.
One of the targets that characterize the achievement of this national goal is the achievement of "digital maturity" of key sectors of the economy and social sphere, including health and education, as well as public administration.
Digital transformation of the Education industry is a process of achieving the "digital maturity" of the industry, during which a digital educational environment (DEE) is formed, consisting of a set of information systems that unite all participants in the educational process.
Digital technologies in education is a way of organizing the educational environment based on digital technologies.
Thus, the digital transformation of the Education industry is the process of updating the planned educational results, the content of education, methods and organizational forms of educational work, as well as evaluating the results achieved in a rapidly developing digital environment to radically improve the educational results of each student. As a result, there is the achievement of "digital maturity", that is, the achievement of the set parameters that reflect the level of development of the information and telecommunications infrastructure of educational organizations, digital competencies of participants in the educational process, the level of availability of educational services and digital services, etc.
Resolution of the Cabinet of Ministers of the Republic of Tatarstan No.35 of January 29, 2021 approved the Concept of Digital Transformation of the Republic of Tatarstan for 2021-2024.
Digitalization of the education sector in the Republic of Tatarstan is determined by the following main tasks:
providing educational organizations with broadband Internet access, as well as equipping educational organizations with modern digital technologies that will increase the availability and diversity of educational materials;
creation of a unified knowledge base at the national level;
development of the level of use of digital technologies in educational organizations of different levels, including e-learning and distance education;
monitoring the quality of education and evaluating the use of e-learning in educational organizations;
creating an ecosystem of continuing education that includes the identification and support of talent in all areas;
training of highly qualified personnel for the education system, meeting new requirements and key competencies
Tools for implementing digital transformation of the education system:
creating a wide range of digital solutions for preschool, secondary, vocational and higher education;
develop digital online learning platforms to maximize access to educational opportunities;
formation of a "digital footprint" of students and individual educational trajectories;
monitoring of satisfaction with the quality of educational services provided to students and their parents (legal representatives);
increasing the level of digital literacy among residents of the republic;
providing educational organizations with broadband Internet access.
The digital transformation of the Education industry is an update of the planned educational results, the content of education, methods and organizational forms of educational work, as well as the evaluation of the achieved results in a rapidly developing digital environment to radically improve the educational results of each student.

Digital maturity of the Education industry is the achievement of a given level of digital technology implementation in the educational process in order to improve the quality of education, the successful functioning of the internal structure of educational organizations, the strengthening of the traditional education system, as well as the achievement of a given level of digital literacy of participants in the educational process.
Digital competencies are the ability to solve a variety of tasks in the use of information and communication technologies.
Digital literacy is the ability to use digital technologies, communication tools, and networks to search, analyze, create, and manage information in order to meet personal, educational, and professional needs, collaborate, and collaborate in a digital environment, taking into account the fundamentals of information security, as well as the ethical and legal norms of working with information.
